There were several reasons for disatisfaction with secular
goverments during the period of the Avignon papacy. In the first
place, over much of Europe the dominent goverments did not control
enough territory to satisfy all the aspirations of thier subjects.
It was difficult to give full loyalty to a small city-state in
Italy or a petty principalty in Germany, particlularly when the
chances were at least even that the city or principalty would
eventually be merged with or conquered by a neighbor. Moreover,
both Germany and Italy were something more than geographacal
expressions; they described real cultural and linguistic units.
The Spanish kingdoms were more satisfactory foci of loyalty, but
they were either imprefectly unified or harrassed by disputed
successions in the royal families. In the early fourteenth century
England and France were the only states with all the attributes
neccessary for the emergence of sovereignty -- size, unity, and
firmly established dynasties.
